A young officer with all the expectations in the world quickly finds out he is just a small fish in a big pond once he becomes unemployed due to budget cuts. Tough times bring on a change in character as he takes advantage of an opportunity that allows him to exert authority and dominance over controlled and manipulated individuals. He later finds himself caught in a case between an officer colleague of his, a criminal who is to be used as an informant in an unrelated case, and a girl forced into a life she did not envision when she left her home country.
