A Christian college has become plagued with criminals who work their way around the system to control various areas and territories within the school boundaries. Frank, a college crime-fighter, seeks the help of his good friend John to battle the criminal mastermind Walon, who has creatively come up with a solution to the problem of not being able to carry weapons around campus. John is reluctant because of his girlfriend Bethany, but when she goes missing he is eager to find out who took her and why. John asks his police officer dad to facilitate his crime-fighting costume and his dad sends him a piece of an old riot squad uniform. John dons this uniform and searches for the man who wears the cowl.
